Abstract

This study examines the drawbacks of the transition towards electronic public services in Algeria, regarded as a reform-oriented option aimed at modernising public administration, simplifying procedures, and improving the quality of services delivered to citizens. It investigates the implications of digitisation for the fundamental principles governing public utilities, particularly the principles of equality of access, continuity of service, and the protection of personal data. The study also identifies the legal issues arising from deficiencies in the legislative and regulatory framework, alongside the social challenges associated with digital illiteracy and disparities among social groups and geographical regions. Furthermore, it addresses technical obstacles, including inadequate infrastructure, service interruptions, cybersecurity risks, and the lack of interoperability among information systems. The study concludes that the success of digitisation cannot be achieved merely through the provision of electronic platforms; rather, it requires an integrated framework combining appropriate legislation, secure technical infrastructure, continuous human-capacity building, and the guarantee of digital inclusion for all citizens.
